NSW:No public servants at electricity inquiry

NSW:No public servants at electricity inquiry

SYDNEY, Dec 29 AAP - Public servants will not be allowed to give evidence before a
parliamentary inquiry into NSW's controversial power sell-off, says Premier Kristina Keneally.

But she has welcomed news the NSW auditor-general has begun inquiries into the transaction.

"I am quite confident this transaction stands up to that scrutiny," Ms Keneally told
reporters on Wednesday.

The legality of the parliamentary inquiry has been disputed by the premier, who says
her proroguing of parliament last week - two months earlier than expected - means it cannot
proceed.

Referring to advice from the crown solicitor, Ms Keneally has maintained witnesses
cannot be offered parliamentary privilege.

On Wednesday, she was asked whether she would allow treasury officials to give evidence.

"The government relies on the crown solicitor's advice, unless he indicates otherwise,
that such committees do not provide any legal standing," she said.

The advice was that committees could not legally summon witnesses or offer them parliamentary
protection.

"That situation would not be a situation in which we would have public servants attending
an inquiry," she said.

However, Ms Keneally said the Department of Premier and Cabinet had written to the
crown solicitor, Michael Sexton, asking him to confirm his 1999 advice to that effect.

Mr Sexton was on leave until January 10, but had been asked to reply as soon as possible.

Opposition and crossbench MPs have accused the government of trying to derail the inquiry
into the contentious $5.3 billion partial privatisation before the March state election.

The upper house inquiry is expected to embarrass the government in the weeks before
the state poll, with hearings on January 17 and 18, and a report to be handed down on
January 31.

But Ms Keneally said the auditor-general had broad powers to consider whether the "activities
of government are being carried out effectively, economically, efficiently and in compliance
with all relevant laws".

The auditor-general has already started making inquiries into the electricity transaction,
the premier said.

She added that perhaps the opposition did not like this because the auditor-general
"deals in facts", was non-political and independent.

NSW: Proposed amendments to gun laws sensible, NSW govt says

SYDNEY, Dec 14 AAP - Amendments to NSW laws proposed by the Shooters Party that remove
a waiting period to buy guns are sensible, the NSW government says.

The change, which removes a 28-day waiting period for people wanting to buy a second
gun, makes the system more efficient, NSW Police Minister Tony Kelly says.

"The whole purpose of the 28-day waiting period when you get your first gun is so the
police could check you out," Mr Kelly told reporters in Sydney on Sunday.

"They've already done that, because you've already got a licence when you've got a gun."

He said the authorities would perform random checks covering registered gun owners
during the period of their five-year licence.

The amendments were made in June this year.

Meanwhile, the National Coalition of Gun Control says gun ownership in NSW has risen
at the rate of 10,000 a year since 2004, to 687,138 in October this year.

Qld: Number of ill horses continues to climb

Qld: Number of ill horses continues to climb

BRISBANE, Aug 29 AAP - Almost half of the horses quarantined at a Queensland equestrian
venue are now showing symptoms of horse flu.

Around 250 horses have been stuck at Warwick's Morgan Park, south-west of Brisbane,
since a quarantine lockdown was imposed at the site on Sunday.

Around 100 horse owners and helpers who have stayed behind to care for the animals
are facing a long wait at the venue - the flu must infect all of the horses at the site
before the 30-day quarantine period can officially begin.

Three of the 250 horses have tested positive to the flu in preliminary tests.

Equestrian Federation of Australia vet Julian Willmore today said vets had worked into
the night assessing animals at the site, where the number of horses showing signs of the
illness continued to climb.

"Last count last night we were up to 118 horses showing clinical signs - 50 per cent
of the total number there now," he told ABC radio.

However, Dr Willmore said no horses were dangerously ill.

Blood samples from sick horses at Morgan Park equestrian centre are expected to today
formally confirm the highly contagious virus is responsible for the horses' high temperatures
and coughing.

Department of Primary Industries (DPI) animal biosecurity science manager Ian Douglas
said he was hopeful of containing the outbreak to the state's south-east.

Three south-east Queensland areas have so far been affected - Warwick, Minden and Rosewood.

Dr Douglas said there was no evidence the disease had spread since the ban on horse
movement was imposed, but said it was likely the number of horses with the flu at Warwick
would continue to rise.

"I would probably expect all of those horses would show signs within the next few days,"

Dr Douglas said.

"This virus is very, very contagious and spreads quite rapidly in horses that are in
relatively close contact."

The Queensland government yesterday promised to provide $20,000 to horse owners stranded
in Warwick to help cover costs such as vet bills.

Warwick mayor Ron Bellingham has invoked the council's emergency management plan, as
well as launching a support appeal for those stranded.

Primary Industries Minister Tim Mulherin today defended the government's handling of
the horse flu outbreak, dismissing the state opposition's claims that DPI staff cutbacks
had slowed its reaction at Warwick.

"I'm more than happy with the way that we are dealing with the issue," Mr Mulherin said.

NSW: Terrified man tells of attack

SYDNEY, Feb 10 AAP - A man robbed of his watch at gunpoint while walking towards a
Sydney train station in the morning peak says he initially thought his attacker was joking.

Asking to be known only as Paul, the man said he was approached by another man who
asked for a light for a cigarette about 6.45am (AEDT) on January 11.

The man had approached as Paul walked to Harris Park railway station on his way to
work in the city. He was about 10 metres behind Paul when he was first noticed.

"I just turned away and in a few seconds he was at my neck," the 34-year-old told reporters.

"Initially I thought he was just joking. I though maybe it was a finger or something
on my neck, but not actually a pistol.

"When I indicated, 'Look mate I don't have any money', he said 'Look, I'm not joking.

This is a real gun'."

Once he realised the man had a gun Paul said he was "more scared than anything".

"Also in my mind I was running quite quickly and I was thinking of different scenarios
and I just wanted the whole thing to end at that point," Paul said.

NSW Police Commissioner Ken Moroney labelled the attack cowardly, but said the mugger
could strike again.

"This cowardly attack on an ordinary citizen going about an everyday task going to
work - wanton, brazen, cowardly in every way - is an attack not only on the individual
but is an attack on each and every person in the state," Mr Moroney told reporters.

"I have a confirmed concern this offender may reoffend again and on the next occasion
the level of crime that he commits may be far more serious."

Mr Moroney appealed for public assistance in catching the offender.

He could not recall any other recent incidents where a gun had been used in a mugging.

Marvel Enterprises and Crystal Sky Entertainment Join Forces to Produce Feature Based On Popular Comic Franchise Ghost Rider.

Business/Entertainment Editors

CANNES, France & NEW YORK--(BUSINESS WIRE)--May 18, 2000

Marvel Enterprises, Inc. (NYSE:MVL) and Crystal Sky Entertainment have entered into an agreement to jointly produce a feature film based on Ghost Rider, one of Marvel's most successful and edgy comic book characters. The announcement was made today by Avi Arad, President and CEO, Marvel Studios, and Steven Paul, President and CEO, Crystal Sky Entertainment.

Scheduled for production early next year, Ghost Rider is expected to be budgeted at $75 million. Johnny Depp is being targeted to play the Ghost Rider. Arad, Paul and Academy-Award winning actor Jon Voight, who may also play a role in the film, will produce. The Ghost Rider screenplay was scripted by David Goyer, the writer of the acclaimed and successful Blade film.

Ghost Rider, who made his debut in August 1972 in Marvel Spotlight No. 5, is one of Marvel's premiere properties. The Ghost Rider storyline focuses on a motorcycle stuntman, who, seeking revenge for harm done to his one true love, makes a pact with dark forces to avenge the wrongdoing. By day, the Ghost Rider is a motorcycle stuntman able to perform superhuman tricks; by night he is transformed into a burning demon on wheels as he hunts down those who bring pain to the innocent.

Beverly Hills based MM Media Capital Partners, which recently concluded a $100 million line of credit arrangement with Crystal Sky, will finance the film. MM Media Capital Partners is the new banking consortium headed by Hal Sadoff, Rodney Paine and Myles Nestel, all formerly of Coutts and Co. and National Westminster. Revenues generated from the distribution of the film, as well as from licensing and merchandising will be shared equally by Crystal Sky and Marvel Enterprises.

"We are thrilled to be partnering with Avi Arad on this film venture. His creative voice and business acumen will certainly contribute to making Ghost Rider a cutting-edge and exciting film," commented Paul. "Avi has already had tremendous success with Blade (portrayed by Wesley Snipes), and a sequel is to follow later this year. We are very excited to produce Ghost Rider with Avi and his Marvel team - the same team that just finished X-MEN: The Movie and is currently working on Spider-Man: The Movie for 2001."

Arad added, "I met Steven while he was producing Baby Geniuses. I watched and admired as he continually overcame obstacles and naysayers. He produced the film his way, brought the print and advertising budget to the studio, and engineered a most successful release. I couldn't be happier to produce this project with Crystal Sky."

Crystal Sky's Senior Executive Vice President Andrew Hersh will oversee the production for Crystal Sky. Hersh will work closely with Arad and Paul throughout development and production of Ghost Rider.

Crystal Sky Entertainment is a leading independent production company that maintains a first look deal with Paramount Pictures. The company struck paydirt last year with the conception and production of Baby Geniuses. Released through Sony's TriStar Pictures, the film has garnered more than $80 million in domestic revenues. On the heels of that success, the company has been aggressively developing and readying a slate of theatrical projects.

Marvel Enterprises, Inc. is one of the world's most prominent character-based entertainment companies with operations in five divisions: licensing, toys -- via its Toy Biz division, comic book and trade publishing, entertainment and the Internet. Meedan.net: A new approach to dialogue.

CAIRO: In 2009 Barack Obama visited Cairo and delivered a speech that echoed through the Middle East. While extending a hand to Egypt and the region as a whole, the American president sought to unite the two parties.

"So long as our relationship is defined by our differences, we will empower those who sow hatred rather than peace, and who promote conflict rather than the cooperation that can help all of our people achieve justice and prosperity. This cycle of suspicion and discord must end," his speech read.

Ed Bice, founder and CEO of Meedan.net has put such sentiment into a tangible function. Meedan, the Arabic word for 'town square' or 'gathering' place encapsulates the idea from which the San Francisco based non-profit has undertaken its efforts since its start in 2005.

Meedan.net is the first social network explicitly built to facilitate collaborations across languages. Literally a digital 'square', the site offers nuance to the traditional dichotomy that stems from different regions of the world, news headlines, and contrasting perceptions. Everything that gets posted on Meedan.net is mirrored in Arabic and English - from media publications, comments, or articles shared. By seeking discussion through the sharing of knowledge, unencumbered by the difference of language, this forum allows for users to identify diverging media narratives that more often than not contribute to distrust and friction between cultures.

Listed on Meedan.net is the statistic that embodies the goal of Meedan, but also its potential.

"With 2.1 billion internet users worldwide, and more than 60 million Arabic speakers on the Internet, the social potential for the web to play a key role in the solution seems apparent, though untested."

After traveling through several predominately Muslim countries and witnessing the misconception that swept through much of the West, following September 11, Ed Bice reiterated his initiative by saying, "I wanted to see a change in the misunderstanding that is present between these two cultures."

Equipped with 25 professional regional specialists and translators distributed throughout the Middle East, Meedan has been working to do just that. Located in Amman, Damascus, Cairo, Casablanca, Bethlehem, and Beirut, Meedan personal has endeavored to expose political, social, economic or developments within Arab countries or the West, which traditional regional media outlets tends to discard. "If you limit your content to one language, and many times one framing you will you will compromise the overall picture. Here we discuss what is going on in the Middle East at a more in-depth level," said Kate Goodin, a Cairo based translator and producer for Meedan.net.

Meedan.net has been able to achieve success in this by offering a new approach to linguistic data licensing. In conjunction with IBM 'Meedan IBM Open Linguistic Data Project', operating under an Open Database License, has allowed for Meedan to not only afford its users access to translated publications but also to engage in dialogue, regardless of his or her discourse.

When asked about the translation process Meedan translator Rania Kamal said, "As a 'Meedani' translator, I'm encouraged to translate from local sources, commentary, blogs, tweets, not straight news. Meedan is all about unfolding the untold truth."

With existing partnership with Cambridge University's Inter-faith Program and the Coexist Foundation Meedan is set to introduce the Nurani Digital Platform which will specifically facilitate cross-language discussions between religious leaders, scholars and other civic groups in Arabic and English.

When asked about the expanding role of Meedan, Bice explained, "We are very excited about new opportunities to conduct new media technology and development training with different media publications in Egypt. We will be spending a lot of time in Cairo."

By providing a forum for the sharing of knowledge that transcends the boundaries of language and setting, Meedan.net is progressing the endeavor to achieve mutual understanding rather than perpetuating a cycle of misconception.

Acker Merrall & Condit Announces May Sales Total Nearly US$15 Million; Hong Kong Auction Achieves Three World Records.(Financial report)

Acker Merrall & Condit, the world's premier wine auction house and America's oldest fine wine merchant, announced its May auction results for Hong Kong and New York. The combined auctions approximated an impressive US$15 million, with Hong Kong sales totaling US$11.67 million, and New York sales totaling US$2,967,894.

John Kapon, CEO of Acker Merrall & Condit, in response to May's sales said, "Our unrivalled selection of rare and great wines was represented by numerous superb private collections, boasting immaculate provenance and outstanding condition. For Hong Kong, we are particularly pleased that the sale's featured collection, which we carefully divided into four different sections in the catalogue, totaled over HK$26.54 million/US$3.4 million, well-above pre-sale expectations. The remarkable success of both of sales is indicative of Hong Kong's continued reign as the world's number one wine hub and New York's market remaining healthy. These high marks also underscores Acker's commitment to bringing the world's best cellars to the world's leading auction markets." Auction Highlights - Hong Kong The successful two-day wine auction held at the Island Shangri-La and Grand Hyatt Hong Kong on May 27th and 28th reached an impressive total of HK$91 Million/US$11.67 Million, with 99% of lots sold. Three world auction records were established including that for a case of 1988 DRC Romanee-Conti, a case of 1982 Chateau Lafleur and a lot of Comte Liger-Belair, one of Burgundy's most storied and famous Domaines. Collectors competed enthusiastically throughout the sale, which offered over 1,100 lots. With collections featuring vintages of the most outstanding Bordeaux and Burgundy winemakers, the star lot was a rare wooden case of 1945 Mouton Rothschild with perfect provenance described as 'one of the immortal wines of the Century' which sold for HK$1,281,000/ US$164,230 after heated bidding. Additional highlights included 15 magnums of 1983-2002 Le Pin, realizing HK$829,600/ US$106,359; two full original wooden cases of the highly sought-after 1988 Romanee Conti in pristine condition achieved HK$829,600/ US$106,359 setting a world auction record for a case of 1988 DRC Romanee-Conti; and an original wooden case of the legendary 1982 Chateau Lafleur attained HK$439,200/ US$56,308, and established yet another world auction record.

Acker Merrall & Condit's Hong Kong fall schedule is slated for September 16-17, November 4-5 and December 9-10. Auction Highlights - New York City Though Hong Kong certainly leads the world wine market, New York's market has been consistently healthy, posting strong results. Acker Merrall & Condit's May 21st auction at Marea restaurant featured 678 lots that realized US$2,967,894 with 96% of lots sold. The top ten lots originated from only three brands, Domaine de la Romanee Conti, Chateau Petrus, and Chateau Lafite Rothschild, confirming the strength and power of these producers. The number one lot, a mixed case of Domaine de la Romanee Conti, fetched a significant total of $46,360.

Acker Merrall & Condit will close the season with two exciting auction events, one totally unprecedented. On June 3rd, Acker will auction two bottles of the world's oldest champagne recovered from the 19th century shipwreck off the Aland Islands of Finland. The final auction of the season will take place on June 25th at a special location, which will be disclosed later this week. HUD REACHES SETTLEMENT WITH FLORIDA ONLINE ADVERTISER REGARDING DISCRIMINATORY ADS USA4SALE NETWORK INC. AGREES TO PAY $15,000 TO SETTLE CLAIM ADS DISCRIMINATED AGAINST FAMILIES WITH CHILDREN.

WASHINGTON -- The following information was released by the U.S. Department of Housing and Urban Development:

The U.S. Department of Housing and Urban Development today announced that USA4SALE Network, Inc., has agreed to pay $15,000 to settle claims that it violated the Fair Housing Act when it posted ads on its Web sites that discriminated against families with children. In addition, the company has also agreed to change the way its Web sites filter discriminatory language.

The settlement is the result of a complaint HUD initiated against the Ocala, Florida-based company after it allegedly printed a rental advertisement on its webpage, ocals4sale.com, that stated "No children, No kids." The Fair Housing Act prohibits housing discrimination based on family status, including publishing print, broadcast or Internet advertisements that indicate a preference or otherwise discriminate against families with children.

"The Internet has revolutionized the way people search for housing and how housing providers advertise available housing. It cannot be a place to avoid the Fair Housing Act," said John Trasvina, HUD Assistant Secretary for Fair Housing and Equal Opportunity. "This voluntary agreement will help housing providers easily meet their responsibilities under the Fair Housing Act."

According to the voluntary agreement, USA4SALE Network will develop a screening filter that will flag potentially discriminatory ads for human review and train its employees on how to comply with fair housing advertising guidelines. The agreement also calls for the network to donate $7,500 to a HUD-funded state fair housing organization and contribute another $7,500 to a HUD-approved local fair housing group to cover the cost of the group's future fair housing advertisements.

###

HUD's mission is to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes: utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination; and transform the way HUD does business. More information about HUD and its programs is available on the Internet at www.hud.gov and espanol.hud.gov.

CHIVUKULA BILL TO STRENGTHEN AND PROTECT PUBLIC LIBRARIES SIGNED INTO LAW.

TRENTON, NJ -- The following information was released by the New Jersey General Assembly, Majority Office:

Legislation sponsored by Assemblyman Upendra Chivukula to help support continued funding for public libraries has been signed into law.

"Libraries have been an integral part of learned and progressive society for centuries upon centuries," said Chivukula (D-Somerset/Middlesex). "This bill is intended to increase transparency with regard to how libraries are funded. Once taxpayers see, in writing, the portion they pay to support their library, I think they'll agree it is a sound investment that is worth their support."

The law (S-2068/A-2679) will require municipalities in which a free public library is located, or municipalities that belong to a joint municipal library, to provide for a dedicated library purposes tax on the property tax bill. The law also requires a municipality to pay the library or joint municipal library the funds due to the library on a quarterly basis.

Under current law, property taxpayers in a municipality that belongs to a county library receive property tax bills that include a line item showing the amount the taxpayer is paying to support the county library.

The new law will remove the appropriations for municipal libraries and joint municipal libraries from a municipality's general fund and provide a dedicated line item on the property tax bill to more clearly illustrate for taxpayers how much of their property taxes go to support their library. The law will not amend the funding formula for municipal and joint public libraries, which is 33 cents per $1,000 of assessable property.

"Libraries are the heart of many of our communities and are of particular value to working class families who have no other access to books and the Internet," added Chivukula. "By giving them their own dedicated funding line, we can help protect them against politics and potential budget cuts that might send our state in the wrong direction."

WASHINGTON, DC -- The following information was released by the Americans for Tax Reform (ATR):

Today, Illinois became the fourth state to impose an affiliate nexus Internet tax. After some deliberation, Gov. Pat Quinn continued his streak of enacting economically damaging tax measures by signing House Bill 3659 into law.

The so-called "Main Street Fairness Act" attempts to force online retailers that aren't based in the state to collect sales tax if they use in-state advertisers or other affiliates. The measure is a legally dubious run-around of current U.S. Supreme Court law under Quill v. North Dakota, which only permits a state to force a company to collect tax if they have a physical presence.

The Department of Revenue, egged on by proponents, claims the bill will raise taxes by up to $170 million per year. Assuming they are correct, ATR scores the measure as a violation of the Taxpayer Protection Pledge. However, a more likely outcome is for online retailers with in-state affiliate to sever their ties, relieving them of the unconstitutional tax collection burden. This is exactly what happened in Rhode Island and North Carolina. Only in New York do affiliate programs continue to exist, and that is simply to show harm in an ongoing legal challenge.

Severing nexus also means that in-state affiliates will go out of business, forcing them to relocate to neighboring states, as many have vowed to do in Illinois. Not only will the state fail to collect new Internet tax revenue, it will lose existing revenue generated from affiliate income taxes. All of these repercussions make the primary goal of the legislation -- leveling the playing field -- completely irrelevant.

Meanwhile, the Arkansas State Senate passed a similar measure yesterday and legislation is under consideration in South Dakota, Arizona, Hawaii, Connecticut, Minnesota, Vermont, Maine, and -- of course -- California.
